Yes but it would be seriously disadavantaged against double stack .40 cal (major PF) pistols holding 20+ rounds. Even in Limited 10 it would still be at a disadvantage.

In IPSC it may be eligible for the "Classic" division if it gets passed with the new rules in 2012.

True, but by the sounds of it the proposed IPSC rules for 'Classic' division will negate any perceived 10 rds minor vs 8 rds major leveling of the playing field. 'Classic' will be dominated by .40 cal single stacks holding 10 rds and shooting major PF.

You need to find a more credible source of information; the proposed "Classic Division" (Published August 30) says:

19. Magazines accessible to a competitor during a COF must not contain more than 8 rounds (for Major power factor) or 10 rounds (for Minor power factor) at the Start Signal.

We will know if this is division going to be reality after the General Assembly on October 1.
FWIW, Canada will be voting in favor of accepting this division.

That's all fine and dandy but the question wasn't in which division would it be at less of a disadvantage. It was was in which division could it be shot in.
