Well Ive decided to finally make the Norc M14 I got into a shorty. One question though. Do you guys think a small gunshop in Regina should be able to cut/crown/thread the barrel properly or is it a more complicated job that should be sent to the Doc or Dlask?

Anyone use the gunshop in Regina for smithing?

I would go with experience, and from what i hear DLASK has done many of these shorty conversions.
 
Dlask would be a good option .. but its a simple enough job for a good gunsmith.
I also recommend Jeff at VGS in Petawawa. Both would have to be mailed out from SK.

Any competent gunsmith with a lathe can do the procedure. If you can disassemble the rifle for him and just get him to cut and thread the barrel you're way ahead of the game. Just have the muzzle device you want installed in hand when you go so he can match up the threads. Simple.
