"Suitable Containers" for powder and primers?

One problem I found when trying to comply was that its really hard to find any brass hardware. The "brass" hinges, screws and hasps you will find in most hardware stores are actually just plated steel so not compliant with the regs.

Lee Valley carries some solid brass hinges.
 
I think that 130 and 131 covers the amount of ammo you can possess and how you can store it, 136/137 covers storage containers for powder, 140(1)(a) says you can have 10kg of gunpowder and I think that 13(8) says primers are classified as ammunition (and I assume that means you follow the same storage rules for primers as ammunition.
Does that seem to be correct? If it is maybe a Mod could sticky it...

Explosives Regulations (C.R.C., c. 599)

130. In regard to any container, the following provisions shall be observed:

(a) it shall be provided with a closely-fitting lid and shall be kept securely closed and locked except when the container is required to be open for the receipt or issue of explosives, or for other necessary purpose;

(b) it shall not be used for any other purpose than the keeping of manufactured fireworks of Division 2 of Class 7, or of explosive of Division 1 of Class 6 (ammunition);

(c) the interior of the container shall be kept scrupulously clean; and

(d) the container shall have the word “AMMUNITION” or “FIREWORKS”, as the case may be, conspicuously displayed thereon on a contrasting background.

131. Subject to any provincial law or regulation or any municipal by-law, a person may, if he takes reasonable precautions against accidents, keep in his possession on his premises, for private use and not for sale,

(a) a quantity of Division 2 of Class 7 fireworks, not exceeding 10 kilograms gross weight, that were sold to him in accordance with these Regulations;

(b) such quantity of safety cartridges as he may reasonably require for a rifle, revolver or shotgun that he may lawfully possess and use; and

(c) any quantity of Christmas crackers and caps for toy guns.

136. In this Part, “suitable receptacle” means a substantial box or substantial container,

(a) that may be placed inside a building that is not itself adapted for the keeping of explosives;

(b) the location of which is not changed from that prescribed by an inspector or under provincial or municipal law;

(c) that is kept away from goods of an inflammable nature; and

(d) that is of easy access for removal in case of fire.

137. In regard to any receptacle, the following provisions shall be observed:

(a) it shall be provided with a closely fitting lid secured by a lock, and hinges and fastenings, preferably of copper or brass, and otherwise closed and secured so as to prevent unauthorized persons having access thereto, and shall be kept locked except when required to be open for receipt or removal of explosives, or other necessary purpose;

(b) it shall be exclusively used for the keeping of explosives;

(c) it shall be made of wood, copper or other suitable material;

(d) the interior of the receptacle and all fittings therein shall be so constructed, covered or lined as to prevent the exposure of any iron or steel, or of any hard or gritty surface, or the entry, detaching, or accumulating of grit, iron, steel or similar substance;

(e) the interior of the receptacle shall be kept scrupulously clean; and

(f) the receptacle shall have the word “EXPLOSIVES” conspicuously displayed thereon on a contrasting background.

13. (8) Division 3 comprises any ammunition that contains its own means of ignition, and is not included in Division 1, such as detonators, percussion caps not included in Division 1, friction tubes, percussion primers, fuses for shell (such as time and percussion fuses) if such fuses do contain their own means of ignition.

So does "or other suitable material" include plastic?
Sure be a lot easier to go to CT and buy a big plastic tackle or tool box than to build something out of wood or copper ????
 
In Max Relax's post in #137 (a) "......preferably of copper or brass". And 137 (c) "....wood, copper..".

The CSSA web site says That the container HAS to be 3/4" thick wood and that the fasteners HAVE to be non-ferrous.

The info in Max Relax's post makes more sense - but is the CSSA wrong?
 
wow, according to my home country gubernmint, I sure have become a bad boy down here in AZ. Powder stored in original containers on a shelf in a cool dry dark area. Primers stored in original boxes in a different cool dry dark area. Heck in the winter when my garage is tolerable, I often leave stuff on bench between reload sessions. Jeesh, sometimes I open the garage door with that evil stuff out there. :rolleyes:

The damn thing was put in a ferrous container at the factory and shipped half way across the world in one.

I'm sure it's fine.

Ferrous materials can spark. Unlikely, but possible. Hence the rule. It's overkill in the case of small-fry like us, but that's why.

How does the gov't allow the manufacturer to ship them into the country in ferrous containers? How does the gov't allow stores to have them sitting on their shelves in ferrous containers?

Maybe because it's not even slightly dangerous?

I don't believe I've seen propellant stored or shipped in ferrous containers lately. Where did you see that?
 
I am chartering a jet right now so I can fly to Norway (or some other place) to buy special powder and primer storage box hinges and screws. Whoever makes these "rules" must have been forced to breathe in their own farts for an extended period of time. Jeez.
 
My house has a small concrete room under the staircase we call the "cold storage room". because it is separate from the main house and offers some protection if it caught fire, it is the best place here to store ready-use powder.

I prefer powders and primers to be on steel shelving. This is gronded to the concrete floor and will not hold a static charge - unlike wood and plastic.

When I worked at CIL, the lab kept all our powder and primers in a bank of old refrigerators. They were not plugged in. They had shelves, a steel door and offered insulation against fire in both directions.
 
I had several older reloaders suggest an old unplugged refrigerator. I use a plywood box I made for powder.

So does "or other suitable material" include plastic?

Difficult to argue that plastic is not a suitable container for powder - consider the container it is in when purchased...
