I'm waiting for a call back from the CFO's office. My buddy and I joined a club, and are looking at each getting a handgun. His wife wont let him keep a handgun at home.
The first girl I spoke to at the CFO's office said you can't put a handgun "in storage" and then take it to the range. When it's "in storage" apparently you can't move them. He wants to keep his handgun in my gun safe and transport it from here to the range. But the CFO girl just kept saying "well it's policy, it has to be at his house". But she couldn't give me an answer about why my address can't be used on his ATT.
Anyone in Ontario know if this has been done before?
I will post back what I find out if they call back.

Easiest option is register it in your name and store it at your place. When you guys go to the range you take and give it to him to use at the range. If he want to go alone he can obtain a permit to borrow (type of STATT) pick it from your place and drop it off after.

Why does the wife even need to know it's present in the house. Lock it securely in a discreet spot and no one's the wiser. If it is in fact secure, and he follows basic firearms safety practices then whatever she's afraid of cannot occur.

Here in NS I've had no problem lending a restricted firearm to another person for an extended period. They kept the firearm at their home with my registration card with it, and the CFO easily added the firearm to their ATT to get it to/from the range as they wished. The CFO even left the firearm on my ATT at the same time so once my friends were finished (two friends of mine did the Black Badge Courses with my CZ), I just met them at the range and took it home based on my ATT.

As screwed up as our hunting/wildlife regulations are, it sounds like the Ontario CFO is even more screwed up.

The problem here is the wife, not the gun. ;)

Tell your friend to grow some balls!

Worst case he can keep the gun at home but no ammo. He can keep the ammo at your place, and the gun is useless without ammo. Reasoning, and compromise should be able to get her past this BS, if not you have a problem.

Does he not own any rifles? What is her feelings on them?

Also do you really think he will just have 1 handgun? Not likely, and how many of his guns are you willing to store?

Storing the gun at your place is a bandaid solution to a far more serious problem! If this is going to become a serious hobby for your buddy he really needs to think about what the future holds with such a woman at his side.

If he is still young and without kids, he has more options now than he will when this all comes to a head later on in life.

The transfer for temporary storage ATT could authorize the transport from his house to your house, and the storage at your house. The firearm could also be added to your own LTATT. This is done regularly. Your friend could get a temporary ATT each time he wanted to remove the firearm from your home. The issue you're describing - with them refusing to issue a LTATT to him that originates from your house - may fall within the CFO's discretion.

Your friend could challenge the CFO's decision in court, as one New Brunswick IPSC shooter did, successfully*.

The lady that called me back was far more knowledgeable about things, and the call didn't even last a minute. She said the easiest way to do things, is for my buddy to change is PAL address to my place. She said its a fairly common thing, and I was sure to ask if it was considered misrepresentation or fraud. She said the PAL address doesnt have to be the same as your home address, but it does have to be the location of where you keep your restricteds.

Why are you doing all the enquiries and not your buddy?

There's a reasonable chance when the CFO gets a hold of your buddie's wife, the authorization will not be granted if she has a serious objection to firearms.

Is there anything you should do to separate your collection from your friends? What should happen if he has a domestic dispute and they decide he shouldn't have access to his firearms?

I'm doing the enquiries because I'm curious, and I'm on holidays and he's not. I have been wondering about them reaching his wife on the phone...

Every time I read a thread like this I am happy I moved out of Ontario. Anyone who has a PAL can have a registered handgun in his home properly stored. It doesn't have to be registered in your name just registered and stored properly. Well at least that is the way it is in BC and likely the rest of the country. Me thinks your CFO is making up rules as he goes along.

Take Care

Yah, I did that a lot. College involved lots of moving.

I'd consult with a lawyer first, before I followed that sketchy advice.

The 1* is not her's.

Very sketchy. Are you sure she didn't say ATT, and not PAL?

I'd never date someone who's anti gun let alone marry them.
It's a wonder how this guy managed to obtain his RPAL in the first place. Isn't there a section in the application where you have to provide information about your spouse? Don't they usually ask for the spouse's "consent"? If she's so against it, why did she "let" him get his license?

I say deal with the woman before dealing with the CFO.
