You read the fine print eh? Certify the destruction, or go to jail, pay huge fines, or both.
Seems like every lot of that brass, gets posted here, by someone that does not bother to read the whole thing.
The tracking requirements for end users, for the full life of this stuff, are the responsibility of the buyer. The buyer is on the hook for where it ends up, if it goes astray, too. Makes the gun registry look like a right convenient and logical bit of paperwork, by comparison.
Looking at the history of past sales, I dunno how the buyers have made any money on this stuff, paying as near to retail as they do, plus having to haul it to wherever they can get it shredded or melted.
