Help - My RPAL is stuck at the CFO **Problem solved in page 3 post**

So on September 17th I mailed my RPAL app, test results, and photo to the RCMP. I should note that I currently have the PAL licence.

I STILL have not gotten my upgraded licence yet! I've called them, and they say it's at the CFO for final review. Is this guy on holidays, did he get fired, what's up with this taking over 100 days now?! Jeeze I know the gov't works slowing, but this is rediculous.

Is there anything I can do to help these morons expidite their painfully slow process?

You must send the CFO a copy of your gun club membership in order to get your RPAL. I know it's not written anywhere but thems the rules! (At least in Alberta)

Well if its at the CFO's office...talking to them directly sounds like a logical approach. What province are you in?

This is NOT true. Not even one bit. Why would you join a club if you're not even sure to get your licence?? that makes zero sense. I don't think you can even get into a club without having the RPAL first.

CFOs want proof of club membership when you go out and BUY a restricted gun. But i don't know anybody, me included, who was asked to join a club for their license to be issued. Thats something you do AFTER you get it.

Never said it had to make sense, it's just the way it is in Alberta. When I "Forced" my MP to get his licence he called me with the same question, when he received my answer, he called the CFO and after getting the snot nosed runaround, told the CFO who he was anf let him know that he now knew why prople in his riding wanted him (the CFO) out of the job and then got his licence in a week or so. That CFP retired soon after that exchange, wonder what happened there?

I got my RPAL without being member of a club. The Quebec CFO (f***ing SQ...) want`s you to be a member of a club when purchasing a restricted firearm. But not for the license itself.

True only when you BUY a restricted do you require rang memb.

Buddy of mine sent his P.A.L to C.F.O. back on Sept 18. He has been calling them religiously, daily since middle of October. Should have only taken a week, 2 at the MOST! They claim its on his desk. Then his app was transferred to the Supervisor. SO on... So on...

Now maybe this is a RUMOR?? but apparently one of the secretaries was getting tired of him calling daily. So she had made a comment to him, to settle down! That he should possibly get the stamp on his app, after the bill C-19 passes in new year. The C.F.O there (ONT) wasn't approving anymore apps until L.G.R was settled. There kinda on strike apparently trying to stop C-19? Like i said this may be a rumor?? By no means am i trying to start any rumors! That's just what he said 2 me which is what he was told? But it is interesting how no one is getting there apps processed at C.F.O's office's?
 
Call your CFO and see what they have to say.

Not having a club membership, should have no bearing on getting your R-PAL. There are other reasons for getting a R-PAL ( armed security, Police foundations training, etc.).

If you've called the CFC/CFO and have talked to them and have not gotten a satisfactory answer, contact your MP, as the CFC posted service standard is 45 days.

I'm not sure i understand your story, but the bottom line is this : you can't join a club UNLESS you have obtained your RPAL. So explain to me exactly how you show proof of membership to a club, when the licence you are trying to obtain is a requirement to join one??? Be it in alberta or anywhere else, thats just not possible.

This is false. Some - but not all - approved shooting clubs restrict membership to PAL holders, but I've never heard of any club that restricted membership to only PAL holders with a restricted endorsement (on their PAL). To make such a gross and baseless generalization - that "you can't join a club UNLESS you have obtained your RPAL" - is just ridiculous.

you understand what i mean.
And you know that it makes no sense for the CFO to ask for a range membership when you're not even sure to get your license.

Again, I don't know ANYONE who has been asked for proof of membership when APPLYING for their PAL/RPAL. That requirement only comes after you're licensed and when you're trying to BUY a gun. It simply makes zero sense to ask for someone to become a gun club member when they don't even know if they're eligible to acquire and possess firearms...
 
Also, i'd be very curious to hear about a range that does not require its members to have a valid PAL. Very, very curious. Wendell, please give me an example of one.

I belong to one of the many "Sportsman's Clubs" around and while I would say most people consider it a “gun club”, we do have ranges, and not all members have PALs.

Is it possible there is some confusion between the RPAL, which you don’t even need to own a restricted to have, and an ATT which some CFOs restrict to members of clubs?

This can't be true. My PAL/RPAL was issued last Friday (Dec 16) in Ontario. No delays at all. As soon as my last reference did their interview, I checked the site and my license was stated as "issued" (literally within 10 minutes of the interview being completed).

Also, I'm NOT a member of a club yet.

Yet i'm sure you need a PAL to access the ranges, or to be under the direct supervision of someone who has one.

And i'm sure that any club that is exclusively for shooting requires the same from all members. Why would they accept anyone to get a membership if they don't have the licence that proves they know how to handle firearms safely?

Since this supervision is provided by volunteers, shooting limitations may occur depending on the availability of licensed members. To increase shooting opportunities, members are encouraged to get their Firearms License (PAL) as soon as possible. ALL returning members will be required to have their Firearms License (PAL).
Members who only participate in air rifle and/or air pistol shooting disciplines and have no need to use club firearms, are exempt from the Firearms License (PAL) requirement, but must still register for and complete the respective internal club safety course(s)...

pretty much what i thought...far from being without conditions.

And it still is far from justifying such a requirement from the CFO to be a member of a club before even being able to get your RPAL.
 
Gahhhh, this government inefficiency is driving my crazy.

Honestly I can't believe it's taking as long as it is. I tried calling the firearms hot line a few times, and every time I ask "can I call the CFO to ask why it's taking so long?" and they say no. The CFO doesn't take calls. This is crazy talk.

I wish I had that job security. If I took more than two times the amount of time to get my work done, I wouldn't have a job for very long. Yet somehow this guy (girl) takes 100+ days to do what he should in less than 45, and he's not accountable to anyone? C'mon.

I have a PAL, and I've never committed a crime in my life (which they should already be aware of since I have my PAL!!). This is just craziness and wild inefficiency - The government at its best.
