I honestly thought it was pressures....either way, I do remember reading (for general rule of thumb) 233 safe in 5.56, but 5.56 not in 223 chambering

The difference in chamber pressure have to do with the method both SAAMI and NATO use to measure it. Since they use slightly different methods, the readings differ. The CIP (Commission Internationale Permanente pour l'Epreuve des Armes à Feu Portatives) lists 5.56 and .223 as having the same maximum safe chamber pressure (both around 62,000 psi).
 
The main reason the Chinese make M4's is overseas military orders - places like Paraguay, Iran and Venezuela who want the M4 but either can't afford or can't get approved for US export sales. The fact that they skip a couple of machining steps on the lower, sub out a few parts and sell them to us civvies for an "exhorbitant" price is just gravy.
 
Hmmm skipped steps eh? I know the charging has some poor machining but i didnt know the lower has that too.. hmm i need to inspect... what kind of parts did they sub out?
