I sent a message to Lee (Different) and supplied him with the serial # of my Polytech some time ago and yesterday the info off my Norinco Shorty . It is not marked the same as my 2009 Polytech as my Poly has another set of numbers on the left side of the receiver above the magwell housing.

This is the message I received back from Lee today.

I did some checking. Your new Norinco M-305 may have a new receiver. It seems that the Canadian government has been trying to implement firearms marking regulations for several years and they appear to have been implemented as of last year. This is what the marking on your rifle means (left to right):
2011###x = (year of manufacture and) serial number
11 = year of export (a reasonable guess)
356 = State Arsenal 356, the manufacturer
CN = China, country of export
11 = year of import
CA = imported legally into Canada
