I have personally brough back about 50lbs of spent brass through the airport. In actual fact I was shooting down in Nevada at the time of the 2011 SHOT show and brough all that brass back in my hand luggage 'cos of the expense of the added baggage costs (and I'm a cheap ass)
They were really decent when it lit up like a Christmas tree in the scanner and I ended up with about 5 people checking every case incase it was 'live'. They treated it all in good humor and didn't mind.
The best part was I ended up on a smaller plane that didn't have too much carry on space so they allowed everyone to check their bags for free at the gate.....I had to give the girl a lift with the bag cos it was heavy as hell so I didn't even have to struggle with the thing
so go for it. Worst case if you end up with a nob at the gate who says you cant take it....you would have left in on the ground before so nothing lost eh

you know what, I would say that I am probably the last person who would claim to know the ITAR regs when it comes to spent brass so I certaily wouldn't want to make out I know more than I do.
I guess all I was sharing was that in the midst of a busy time with plenty of weapons/contractor members/ammo/kit etc going through the airport during the SHOT SHOW there was a whole heap load of customs and border staff running round and not one of them seemed to mind a bit as far as any legalities were concerned. There was a few huffs when they saw how many cases there were.
But maybe I was lucky and they were busy....I guess I will take a little luck everyday of the week
Good point though as you mentioned ...you only need one nob who takes it to the next level maybe rather than apply common sense eh
