I know about Alchemy back in Ontario; but I seem to remember someone posting something about a "lead" smelter in BC. Maybe even on the lower mainland?
Someone that will deal in retail/consumer quantities.

Ja, if I could find clip-on wheel weights, I'd use them; but 6 months of pretty concerted effort has netted me about 20 lbs. They seem to be getting scarce, so I wouldn' mind having a big stockpile.

Yep, what a deal, the price of lead is back down a bit recently. About 94 cents/lb down from $1.30 a year ago, and $1.70 four years ago.
