The Book of Rifles by Smith & Smith, has exactly one drawing of what I believe is this same rifle, showing it's muzzle, on page 617.
Not much text other than saying some European manufacturer's made similar 3 shot rifles, both Germany & France.

They have lots of neat guns if you can find them.I almost bought a double rifle in 22lr but chickened out and decided gophers don't charge enough to need one.
 
Some more things, I'm noticing:

It doesn't look like the entire bolt can rotate with the way it fits in the receiver. Does only the front portion rotate to lock up?

It's got sights, which is odd since it seems like none of the three barrels are in line with them.

I still think it's some sort of shotgun for use with .22 shotshells but if that's the case, the sights weird me out. It's gotta be pretty heavy too, eh? That's a lot of steel in the barrel
 
Just going to toss in that with all 3 barrels drilled into a single piece of steel, there's no way they're harmonized. Close range pest control/snake gun?
