new build how to get cert from CFO

hey guy's quick question i built a new AR and the low Cert came today and of course it says FRAME/Lower only.

do i need to call the CFO and have them do a new Cert with my upper info eg. Barrle length, caliber ect?

any help would be great also i live in Ontario if that makes a differance
 
You don't have too.....I did the same thing, but never changed the registration when I completed it.

I sold it down the road and the transfer was held up a bit. They told me that I should have modified the registration when I completed it and I said...."so what".

They changed the registration and then completed the transfer, no big deal.


Honestly, keep it registered as a lower....the less they know the better.
 
Have you read the conditions that came printed on the sheet with the Registration Certificate?
 
Notify the cfc within 30 days if:

-frame/receiver is modified to discharge ammunition.

Or something like that.


Now is that only to inform them to say that is is now a working or functional lower?

Or do they need to know barrel length, etc?

I'd see that as a problem if running varying uppers off one lower.
 
I can't see what difference it makes; a stripped lower is just as restricted as a complete lower, or a complete rifle... no matter what barrel lenght.

Is mating an upper considered modifying the lower? Cause adding a LPK doesn't make a lower capable of discharging ammunition...

the cert might say something but what is the law? I was under the impression the law was that you have to advise the CFC if you modified the class (non-restricted/restricted/prohib) not the case here.

Not saying you should not do it, just thinking out loud.

When the rifle is complete, call it in that you've modified the receiver to discharge ammunition. Have your rifle on and know the barrel length, etc. They'll ask you the information they need to know. It's easier to do it now than trying to explain it to a cop later.

Can you register an AR for more than one barrel length at a time? Let's say you buy/build another upper in a different length, can you have both lengths listed?
 
Sheesh, it's not that big a deal to call the CFC :p

For an AR you have multiple uppers for, just register it with the one (I would probably go with the shortest) and just plop that upper on when you're not using it or going to and from the range... Honestly if you have that upper with the gun, or even just at home it's not going to be a big deal.

If you're doing a permanent barrel change though, then yes give the CFC a call and get it amended. The chances of someone giving you trouble for it are near zero, but there is always that little teeny chance... Is it worth it losing all your guns over?

That is basically what I have been doing, I always travel with the registered upper on the gun and the other upper in the case next to it, but I was just hoping for a simple way to avoid issues with my local friendly members of the constabulary if I just had one or the other mounted....:D oh well....

sounds like the best way to do it, the way i see it its the only way that actually makes sense. I cannot see how someone could argue with you that way, i can see some trying to argue if you are running a 20" barrel on a gun registered as a 10.5 tho.

I have been fighting with CFC over this issue for a long time. I have several lowers and about 5 or 6 uppers in 3 different calibers and a number of different barrel lengths. The system was set up by people who didn't know ####e about firearms and it has difficulty dealing with modular firearms.

Honestly, keep it registered as a lower....the less they know the better.

On a restricted firearm, like an AR the barrel length is irrellavant. It's restricted regardles.
A stripped frame is just as restricted as as a complete rifle.

So... really, listing barrel length on an AR reg. cert. serves no purpose when it comes to the regulation, identification and control of that "firearm".

Now with a firearm that's registered as "non-restricted" I can understand listing barrel length on a reg. cert. because barrel length is one determining factore when it comes to classification.
All my non-rest certs say under barrel length.. "over ###". They're not even precise because... It doesn't matter.
As long as the length is over the legal mimimum... It can be 18.5" or 58.5".

Barrels, bolts, stocks, grips, triggers et al are UNREGULATED "parts".
When you turn in your AR.. Or any other firearm just hand over stripped lowers, receivers/frames... On 12.6 guns you'll have to hand in the barrel itself too, but keep all the guts:)
