That all depends on which state. By the way, if your intent is to have a license in order to purchase ammunition, reloading components or firearms components in the USA, you will still need an export permit to legally take them out of the USA.
 
I suspect you are wanting to apply for your form 6. Alaska is cheap and can be done online and you might want to check Maine as well. I know I got a predator hunting licence there on-line once that was really cheap.
 
North Dakota Non-game hunting licence, something like $17 online. You can print your licence as soon as they receive payment by credit card, within minutes.
I also heard you can buy a Michigan game farm licence for $15 but I have never been able to find it online.

FYI;
I live in a border town with Michigan, and I do not require an export permit to bring back across ammunition. I always disclose to the border agent that I do have ammunition, and I'll I've ever been asked to produce is my PAL card.

Here we go again...

Its not the importing into Canada, its the exporting from the US. You can talk to and get all the permission you want from the Canadian Border Services, you are still violating US export law. As well, you are not legally allowed to buy or possess ammunition in the US, unless it is for a pre-approved (by the ATF) purpose.
