7.62x39 and barrel length

Thinking about my next rifle...it will either be an NEA-15 or an 858. If the latter, then I run into my decision: CSA 11.8" carbine or the 15" CZ858. I know there's a lot of variables to consider here but does anyone know if there's a practical accuracy difference between the two lengths? From what I can tell there only seems to be a velocity difference of 200-250fps in the two. I know the "longer barrel = better accuracy" thing is not entirely true but I have zero experience with SBR's and this calibre in particularly.

Obviously as they are both restricted they will both be used for shorter-range plinking so accuracy is not essential, but everyone wants their guns to be as good as possible.

From what I understand, the accuracy is comparable to the longer length barrel, as neither are stellar past 400m anyway due to the arc 7.62x39 has. Fair size round, traveling a little slower, is still effective. The 5.56 guy will change in a different way, as the accuracy won't suffer greatly, but the effectiveness of the round on breathing targets requires high velocity to do it's thing. For paper punching, both will work nice, though neither are precision rifles.
 
Wow, that is an awesome price. just my luck though, I'm stuck on 7.62x39...if I get a 5.56 I'm going with an AR type rifle.
