Hey Trevor. I forget which section of the law it is, but if the gun is designed as a bullpup it is exempt from that section.
Essentially the wording with respect to transforming a regular gun like an SKS or M-14 into a bullpup is that if the ACTION can be "fired" when removed from the original stock, the ACTION cannot be placed into a bullpup stock.
Would that not mean that the m14 can go into a bullpup as the m14 cannot be fired without the stock to operate the trigger group.
