I've had 1st hand experience with the Rogue conversion kit: Modifications & Upgrades to the Rogue conversion kit

The Rogue conversion kit is an interesting option for a few owners of the M14/M1A rifle.
The kit attempts to transform the basic service rifle into a multi-purpose Close-Quarter Battle/Sniper rifle.
It's bullpup configuration attempts to do this by moving the rifle action 11.75 inches closer to the users body.
This may look good on paper, but the design ends up transforming a once well balanced rifle with good,
user friendly ergonomics into a heavy unbalanced rifle with most of the weight distributed to the rear...
mag changes become slow & problematic and the bullpup configuration is not user friendly to left handed shooters.

If it can be made to fire with the stock removed it will be illegal. I doubt that any conversion would pass, the only approved bullpups have been new designs.
 
Is it mean, if someone create a bullpup stock with an integrated M14 receiver, it will be legal in canada???

You would basically have to make an entirely new gun that used certain M14 parts. There's a reason it hasn't been done... plus the Kel Tec RFB essentially fills the void with a properly made bottom-up bullpup .308 design.
 
Let's suppose.....
Take a Mini-14, M-14, whatever, barrelled action.
Take the upper assembly, and modify the receiver so that the trigger guard would no longer latch to the receiver, or fit the original stock. This would make it impossible for the barrelled action to be assembled and fired without a stock.
Create a new lower receiver incorporating the fire control group, magazine housing and ergonomic features (the portions that contact the shooter - grip, buttplate, forend/foregrip, etc). Perhaps the new lower receiver could be attached using screws into holes drilled and tapped into the upper.
This new lower would most definitely not function with a standard upper. It is therefore not a conversion stock into which a standard barrelled action could be installed.
Apart from the uberkewlness of such an assembly, how useful would it be? Think in terms of a M-14 slamfire occurring under one's face.....

Apparently the manufacturer realizes that there is no chance in hell that they are going to be awarded any big military contracts for their kit, so
they are stepping up their marketing efforts on the civilian side and it appears they are going after the 'BLING/SHTF/ZOMBIE' crowd in particular.

To be fair, Uncle Sugar has no interest in the M14 for the forseeable future. The AR-10/SR-25 will be further developed and supported by industry in response to where Uncle is headed. The M14 platform will enjoy strong support from civilians for years to come.
