Is IVI 5.56 good?

Im just curious if IVI 5.56mm ball c77 made in 09 is considered tier 1 ammo or just lowest bidder to the military garbage. Any input would be much appreciated.
 
The Canadian government doesn't really do "lowest bidder" when it comes to small arms ammunition. All small arms ammunition used by the Canadian Forces should be made by IVI. As in any industry there are the occassional bad lots, but 09 should be good to go. That said, there will be people who are curious where you found it.

IVI ammo is well respected in the service rifle competition world. It is probably the best commercial/factory/mass produced ammo you can use in an AR platform. Unless you are handloading heavier match grade bullets this is the cat's meow.
I am not sure about different years or lots. There is talk that since we entered Afghanistan the quality of the ammo has gone up. With lives dependant on it I would hope so.

I have some old pre 2000s (mostly late 80s and early 90s made) IVI that I got through a private sale quite a few years back (quite a while ago IVI was apparently sold as surplus in the US). It's definitely good stuff and shoots about as tight as my carefully tuned handloads using surplus WC-735 powder and 55gr bullets (about 1.25-1.5 MOA in a Colt Match Hbar). Some people claim you'll get the occassional flyer with IVI, but I suspect this is user error rather than the ammo. Unfortunately, I bought way too much WC-735 and haven't had a chance to try any other powders, but I'll be interested to put it up against some other handloaded ammo when I get some time to tinker.
 
That's not what the costing spreadsheet for my unit ammo budget said 2 years ago (the last one that I physically checked). There is absolutely no way the CF is paying $70/1000 for 5.56. Just sayin'...

Well I was a little low but I did look today and it's 30-40cents per round , and I might have some insight with ammo and the Canadian forces....

You certainly might have some insight - I'm just relating what was being charged against my unit budget a few years ago. I'd imagine that the volume due to A-Stan bringing cost down a bit, I just can't see it being cut to 20%. Maybe there's a difference between the cost that you see and what is charged to the units...

Ammunition cost to the CF fluctuates from a year to year basis on everything from 9mm right up to a 155mm HE projectile.
It depends on the contract renewals with the manufacturers from year to year. The difference in price per item is never very different up or down over short periods of time.
IVI is the main supplier of all "non-foreign" caliber small arms to the CF right up to 12.7mm and 40mm LV grenades.
The last time I saw 5.56mm C77 ball on the CGCM it was $0.43 per cartridge.
But we're talking about contratcs in the hundreds of thousands and millions of rounds for this one NSN sometimes.
The current 5.56mm ball ammunition is very high quality. I've managed some impressive groups with it using a rough handled, sloppy C7 when they give you enough time to shoot properly. It is very consistent from lot to lot.
