Ar15 upper from usa to canada

i was half wondering weather or not it would be more cost effective to go down to the us of a and pick up a complete ar15 upper reciver, than it would be to buy one here. has anyone done this already? (im sure somebody has), but is it more complicated than you would think it would be. ive seen forums on ar15.com saying that the usa requires import/export permets, but i cannot see why, the lower is 'the gun'. any info will be appreciated.
 
A complete upper contains several components regulated under ITAR, so export documents from the U.S. are required. Importing to Canada is easy as it is not a firearm under Canadian law.
 
lol, in other words, don't get pulled over when your down there?
Don't expect to only get a stern warning when you get caught. It's a big deal smuggling firearms and firearm parts out of the US. You're looking at fines, jail time, and potentially not being welcome in the US ever again. It's not worth the risk just to save a couple bucks. If you're really keen on gambling you'd be better off going to the casino :)
