I am referring to the photo posted by the OP in #1, also if you look at the size of the animal in relation to the track (roadway) that it is on, it is too large to be a domestic cat. The legs are too long in relation to the body to be a domestic cat as well.

Looks like the neighbour’s dog, I have had my camera add stripes or spots to animals as they move when it doesn’t focus on them well.

My guess: a dog like a Sheltie:

Looks like it has short legs due to hair hang, they can have spots and these dogs often chase other animals with their tail down.

But that's my guess.
