Universal Winding Co was a sub-contractor to one of the prime contractors which was Underwood. Universal was assigned the serial number range of 2401000-2491000, which doesn't match your friend's serial number range.
Inland Division of General Motors produced serial numbers 258000-458100 during the period April-June 1943, which matches your friend's serial number.
Receivers were sold back and forth from contractor to contractor in order to meet demand. The accounting for M1 carbine serial numbers never matched the quantities produced. "One offs" did occur and maybe your friend has such a carbine...a sub-contracted Universal with an Inland serial number.
I would suspect that such a carbine would rate highly amongst collectors!
The serial number sounds much like the one I had and sold in 1986. It was a 1970's commercial production, with ventilated steel upper handguard and drilled and tapped on left receiver covered with a plastic piece.
