The RCMP has stated that any magazines that are "dual purpose" (designed for handguns and rifles) are limited by the most restrictive of the two in that particular situation.

You might want to read up a little on "dual Purpose" as what you are saying is not the case with all magazines as The LAR Pistol magazine is 10 rounds and may be used in an AR15. Magazines are limited by what they are Made for not what they are used in
The RCMP Veiws the BX-25 as a Pistol Magazine , they dont care that it is marketed for a rifle and pistol. It is prohib for being over the pistol limit , if you pin it to 10 you are ok but what would be the pointYes, I know what you are saying. The difference is that the LAR-15 mags are marketed as designed only for the LAR-15, so they are considered a handgun mag, not "dual purpose", even though they will work in any firearm that takes AR-15 mags. The fact that Ruger mentions both the 10/22 and Charger in their marketing makes the BX-25 "dual purpose" in the eyes of the RCMP. There is a difference between the two situations.

They view it as being designed for both, but subject to the handgun mag limit, according to their notice.1. Magazines designed or manufactured for both rimfire calibre rifles and handguns
Magazines designed to contain rimfire cartridges and designed or manufactured for use in a rifle do not have a regulated capacity. However, magazines designed to contain rimfire cartridges and designed or manufactured for use in a semiautomatic handgun are limited to 10 cartridges. Magazines designed or manufactured for use in both rifles and semiautomatic handguns are subject to the handgun limit of 10 cartridges.

Again my point proven ,They veiw it as a Handgun mag as they are subject to the Handgun limit.Magazines designed or manufactured for use in both rifles and semiautomatic handguns are subject to the handgun limit of 10 cartridges
Weird, found a retailer that sells them? Canadian retailer. Wonder if you can actually order it.

...remain modestly hopeful...
So.. I phoned Ruger today and asked if they can ship their 25 round magazine for the 10-22 to me here in Ontario.
Nope.
Do we know why? It's legal to possess and use them in Canada.
Cheers,
