If you suspect the ammo, try shooting again with the "good" one. If you still can't hit, then "something changed" and your suspicion of the sights being the culprit are probably founded. Are the groups tight?

I have very limited experience shooting mind you, but it seems to be the logical place to start with.

ill be waiting for a bit to get good ammo, they dont sell it in my town so next time im out ill pick up a few boxs to see but chances are its the sights, but in the end the gun is still a lot of fun
 
Dude. Your sights are off. Start close(15-25 yards). Get a large target. A big old piece of cardboard. Once you determine how far off you are, adjust your rear sight(elevation) or front post(windage/left-right). Then you can increase your range.
If you can't hit a large piece of cardboard at say 25 yards, you may have to move the front post and for this you can get an SKS front sight tool online for just a few bucks. The rear sight is simple. The notches are numbered for yards. moving the little crossbar forward lifts the sight up for increased range, rearward for closer.
I really doubt its the ammo, the surplus ammo might not be the best but for sure it is not that bad at 25-50 yards.

The good commercial ammo is loaded hotter and shoots higher. As said above, get a big peice of cardboard and let it rip at 25 yards to get it zeroed. You might want to get a front sight tool and oil the sh*t out of it so it moves BEFORE you go to the range.

The trick is that you can sometimes only sight in one type of ammunition, surplus or commercial. you decide which, more times than not, it can't be both.
