Norinco CQ-A Shooting Right

I bought my Norinco CQ-A about a month ago and I’ve fired 300 shots through it. It shoots consistent 2” groups at 25 yards, however it is shooting around 4” right at 25 yards. I have the rear sight adjusted all the way left to compensate. I’ve tried 2 different rear sights, 2 types of ammunition, and 2 different people shot it. The results are the same. Visually it looks like the front sight is not centered but is slightly on the left, which would explain it. Anybody ever hear of this? Is there some way I can straighten out the front sight?
 
You need to adjust the sights to the right, not left.

ETA: The info above is incorrect, leaving it there to remind myself that I'm a dumbass and could use more sleep.

Rear sight goes in the direction you want the group to go. To shoot more to the left, move sight to the left. You have done this.

can the front sight be moved to the right? That would solve the problem.
 
Leg, it depends if you are referring to the front or rear sights. As Ganderite has said the rear sight has to move the way you want to change the impact. If you are referring to the front sight on the other hand you are correct. The OP stated that he had "adjusted the rear sight all the way to the left to compensate". This is correct.
 
It could be repaired, but it would be a bit of a PITA.
Seeing as it isn't usable as received, perhaps it could be returned for exchange.
Or, put an optic on it.

I might start with a laser bore sighter just better idea of how far off the sights are. I am assuming you are using the rear sight on the stock carrying handle? If so, the left-right dial is more for windage, adjusting a sight all the way to one side means there is a bigger issue. Like the others said it seems like a rotated front sight and that could be easy or hard depending on the tools you have available.

Another option would be to ditch the carry handle and slap a red-dot or HGWS on top :) But thats just my opinion, which isn't worth very much.

Yes, my bad. An AR-15 has no left/right adjustment in the front sight, so that won't work.

It is possible that the front sight is canted, if so it may be possible to rotate the barrel slightly after loosening the barrel nut. If their's room in the index slot, that is. As the barrel nut is tightened the barrel will want to rotate in the same direction, which will cant it to the left. If this is a new rifle I'd simply return it for warranty work or replacement. If it's not new, try the above, you may have to shim it to stop it from rotating as the barrel nut is tightened.
