Newb equipment question

I'm just starting to get into reloading. I will be reloading only for 9mm pistol. I bought a bunch of supplies and an old Lyman Spar T press off a guy at work. Besides the press there were dies, a case trimmer, 4 manuals, some hand primers, a primer trays, case lube pads etc. Pretty much what I don't have yet is a scale, a tumbler and calipers. My question is instead of dumping powder into something on a scale then putting it in the case, could I use something like this

And just dump the charge into the case and weigh it?

If you don't have a scale, how are you going to adjust a measure to throw the correct charge? A measure is a nice to have, but a scale is a must.

Sorry I re read my post and I wasn't clear. I understand I need a scale. I don't quite get how the powder measure works. Does it make it easier for a new guy to get consistent loads? Rather than weighing out powder onto a scale and having to add some then take some off till I get the right weight, can I buy one of these, dump the charge into the case with it, then weigh it? Or weigh every 10th charge that I drop to make sure it's consistent?

Use the scale to get your powder measure set, to give the load weight you want.
After the measure is set and all set screws are tight, I sometimes weigh every tenth one. And if all is well, probbly every twentyth one after that.
