Upgrade from Pal to RPal, need a new pic?

Hey all,

So I got my PAL about a month ago and just got my Rpal paperwork back from the CFO. When I send in the application for the Rpal do I need to send in a new picture when I had just received my pal so recently?

yes i believe it is a brand new application why did you not just go for your rpal first? i got my pal last year and upgraded this year it was a brand new application minus 28 day waiting period. still took 7 weeks.
 
I didn't think I wanted a Rpal when I took the course. Since then I have made a friend who has handguns and realized how fun they were, so now I have changed my mind.
 
Yes you do. And don't send in the same pic, take a new one (they check here in Ontario). For the reason you mentioned I always recommend everyone get their restricted license. If 80% of the population has the endorsement, there's more argument for rolling it into one license. One less piece of BS.

Why not the same pic? They want to be jerks about it? I am in the same boat as the OP. I got my PAL a few months ago, and had no intention of getting my RPAL. But when all the ledger shenanigans started, and I got thinking about the goal of the antis with licensing etc (viz., to make it so onerous to own a handgun as to discourage people from having them) I decided that was enough - screw them, and their plans. They will not deter me. Anyway, that sucks about the photo. What happens if you send the same one? They send a rejection letter?
 
Its not about the price it's about the Politics ! It's bull#### you haven't to submit everything like you don't have a license. Everything is already on file, references, picture, everything but the new "proof" of passing the class. Upgrading should be rubber stamped and they send you a new card with your old picture until its time to renew in 5 years. Waste of time, money and resources !

The RCMP firearm licence application says; - The photo should have been taken within the last twelve (12) months and - The photo must be original, not taken from an existing photo.

How do I upgrade my PAL to RPAL? I remember filling out the big long green application and the instructor said "you don't need RPAL for hunting" so I left it out. I am sure we did the RPAL as well in the course. The reason I say this is that I had to load/unload a Browning hi-power as my part of the practical.

get your crfsc paperwork from whoever did the course if you did a crfsc they should have it. download and print the form from the rcmp cfp site it is a full new application references and picture. if you dont have the papers saying you completed the course just find someone who gives the test and challenge it.

Exactly. This is what they do for your driver's license, and it should be no different for the firearms license. The cost of getting another photo is irrelevant. What matters is that they make us get one when it is not necessary.

Nobody gives the test here except the public college :( So I just registered for the next class in September :( Hopefully I will have a nice Browning Hi-power by christmas :)

They rarely do an extensive review for the PAL, usually no interviews, etc. So the upgrade to the RPAL should not be a rubber stamp.

There's a hell of alot more red tape involved in owning a handgun. If having to supply a new picture is a big deal for someone, then I wouldn't want that lazy cheapskate being responsible for handguns. Not in my neighborhood.

So not wanting to shell out for a picture, when it is unnecessary, makes that person a lazy cheapskate? Yeah, that is a reasonable assumption. :rolleyes:
 
as far as shelling out goes I took my own picture for my upgrade and made sure it was sized right printed it on my home printer. it cost me pennies. when i got my picture for my original application i went to walmart where the "knowledgable" photographer said i wasn't allowed to smile as she said it was just as a passport photo... she was wrong anyways. it cost me 10 or 20 bucks and this time i saved myself the money and sporting a big grin on the picture :)
 
If your PAL was issued within 1 year of you deciding to upgrade then you can provide a copy of your original picture. if it was later than you need a new picture.

I know because I just did it all. Waiting for my RPAL now.
