so from the people relying 'cheapest'.. do I take it that lowers are pretty much the same? I am new to ARs. I just have a Norc and from what I see it is a pretty basic piece of machining that works.
lol no.
No to the NEA? Care to elaborate?

A forged milspec lower is pretty much the same as any forged milspec lower. Where things start to differ are with high end lowers which may or may not have a larger mag well flare, full ambi controls, integrated trigger guards, sling swivel attachment points and grip marks on the front of the mag well. Plus some just look cooler.
It is a little odd to respond with “buy the cheapest” when the guy put 2 of the most expensive options in his poll. I believe the KAC lower features full ambi controls and sling swivel attachment points. And, the Noeveske Gen II is the only forged lower I know of with a gigantic mag well flare and integrated trigger guard. Yeah, quite the night and day options to pick from…
I would go with the KAC or a standard milspec lower, preferably with the GS3 trigger for either. The giant mag well flare on the Noveske lower doesn’t do it for me and adds weight.
If you want a KAC good luck on that. I have been waiting for a lower to come since January from this web site;As the poll says.
If other, please explain.
Any lower will get the job done. What I would suggest is that if you can, get a lower and upper from the same manufacturer. Play between the upper and lower doesn't affect accuracy or function but I would find it anoying. I handled a Sabre arms rifle once that had so much slop it felt junky.
I've built up 2 AR15 with uppers and lowers from the same manufacturers and no play. Mine happenned to be Rock River Arms. Today there are many options.
Our Gen 4 lowers are fully ambi AND have always had a very large flared magwell and integrated trigger guard.
The best part is that they are made 100% here in Canada by Canadians.
The GS3 trigger is a nice option that can be spec'ed in our guns.
