Upgrade from Pal to RPal, need a new pic?

How long does this process take to get the upgraded card?
Just challenged the restricted test today.

I just did this. Had a PAL already. Applied for RPAL back in July.

It took 28 days from the time they received the application until they changed the status on the website to "license issued."

28 days just happens to be the legislated waiting period, so they probably just put it aside, waited 28 days, and then processed it.

So now I'm just waiting for the card in the mail.
 
So I'm about to upgrade from my PAL to my RPAL. I've passed the course and have all my paperwork and my picture I got taken at London Drugs. So my question is: Do I need to send in $60 for the upgrade? Or is that only for the first time application. It says in bold letters on my new form "IF YOU HAVE PREVIOUSLY HELD A FIREARMS LICENSE UNDER THE FIREARMS ACT, DO NOT ENCLOSE A FEE"
 
Ya it seems confusing I phoned when I sent my papers in last month and they told me 40.00 to upgrade. Then got a letter in the mail saying I owed them 40.00 more so it cost me 80.00.
 
maybe they want to buy a brand new coffee machine?
i saw many people that didnt get charged a cent to upgrade, other it cost 40$ other 80$...
 
They rarely do an extensive review for the PAL, usually no interviews, etc. So the upgrade to the RPAL should not be a rubber stamp.

There's a hell of alot more red tape involved in owning a handgun. If having to supply a new picture is a big deal for someone, then I wouldn't want that lazy cheapskate being responsible for handguns. Not in my neighborhood.

Too lazy to even read the photo instructions on the application before you belittle others....
