For a non-restricted rifle, like say a SKS, the magazine must be hobbled to only hold 5 rounds.

What if a pre-98 magazine fed rifle had been hobbled to single shot, would this pass snuff with antique techs to qualify as antique in the firearm regs?

A solid weld job, and verification should do it, provided it meets the caliber requirements (over 8.3mm bore).

A bunch of .41 Swiss rifles got welded into bolt action single shot firearms. Some older models of Mausers, too.

But at this stage (end of long gun registry), why bother. Other than being able to sell it to someone that is otherwise unable to legally buy firearms, anyway, who may or may not be the person you would want your name associated with...

Well it is good to know someone was able to do this during the past long gun registry and something to keep in mind for the next one

I'm sure many of us have known people who have suffered through a bitter divorce that they'd have no problem having their name associated with.

I know a gunsmith who attempted to have a pre '98 Mauser in an over 8.3mm caliber reclassified as antique, welded to make it single shot only. The powers that be outright refused.
I would be very hesitant about transferring such an altered rifle to someone without a PAL, hoping that the thing would be deemed to have antique status.
If laddie of the bitter divorce doesn't have a prohibition order against him, he would be far better off to find a true antique according to the existing rules.
