Alberta: Non-resident hunting small game

So I've been reading the Alberta hunting regs and there is no license for small game in the province. Does that mean a non-resident can hunt small game or is it open for residents only?

Well upland bird hunters require a licence.
Rabbits fall under "other species" just like gophers. All year round, no limits.

^Don't let the title scare you, guides or hunter hosts are required only for big game, wolf or coyote non-resident hunters.
