The trick is to find independent tire shops that don't have contractual pickups. Yes, you'll have to spend an entire day scouting shops in your area. Once you become a regular, they'll expect you every 6 months or so. When you find a place willing to deal, provide them with a plastic bucket or two. When you pickup, trade the bucket for another empty one you bring with you. Pay them a little something, or bring a case of beer. Develop relationships with the owners. It seems hard, but you have to just get out there. And don't expect to waltz into a Walmart or Canadian Tire and score a few buckets.
