Muzzle velocity would probably have to come waaay down, but that would be hilarious. "I've tried ratshot, this is a bit bigger" :)

Dumb idea. There is no way to load shot in a bottleneck case and have it come out properly when fired. All shot shells are straight wall cases for that reason.

they make a plastic capsule for the 22's, 9mm, 40cal, and 45acp.

And all 5 are straight walled (or essentially straight walled) cases. None are bottleneck cases like a .223

With a bottleneck case you could fill the neck with shot but if it is below that in the shoulder or body of the case it will get crushed and possible fused together as it passes through the neck. Could also cause huge pressure problems.
