Curious to find out if this belt holster combo would be allowed in for either IPSC and IDPA

No for IDPA, the belt is to wide and you are allowed only two mags on your belt. From the pics I doubt the gun with some of those mags would fit in the IDPA box.
If the gun has a light on it, that would have to go for IDPA as well.
Take Care

For ipsc yes,....if the pistol mags are no farther than 50mm from the inside of the belt. also note that the inside belt should attach somehow by velcro or the belt must go thru a few loops in the pants.

You could probably get away with a simple under belt and a couple of Velcro wrap around keepers but I'd have to re read that part of the rule book.

With regards to the belt keepers, I actually ran that exact belt 2 weeks ago for a level 2 ipsc match and no one said anything. HSGI belt, taco single pistol mags and bladetech holster. No keepers/inner belt but with the gel interior of the belt my rig was more stable than most. Was so impressed that I ordered a second belt for a multi gun rig. Never going back

Just because no one said anything doesnt make it game legal:

5.2.3 Unless otherwise specified in the written stage briefing, the belt carrying the holster and all allied equipment
must be worn at waist level. The belt or the inner belt or both must be either permanently sewn at the waist,
or secured with a minimum of three belt loops attached to shorts or trousers.

While it is unlikely anyone will check, you are risking getting tossed from a match.

true, but if you go by the exaxct 'letter of the law' as long as the inner belt is secured by 3 belt loops it's legit...it doesn't mention anything about belt keepers, etc. As with most of the rules, the INTENT is to ensure that the kit that is used is in a state of good repair, is secure and is safe.
at the end of the day, while the rig is more duty rig/combatives/multi gun driven it's one of the most secure/stable belt i've ever run either for competitions or on the job.

As I look over the rules I don't see anything that would prohibit this holster. The under belt must go through at least 3 belt loops or be permanently sewn to the pants, but it doesn't specify how the outer belt should attach. No mention of Velcro or keepers.

It may not say it, but I do believe the INTENT is that the belt should be attached to your pants. How that is achieved is not mentioned probably to keep it open to innovation. If we're going to get sticky about exact wording then 5.2.3 seems to forbid skirts, kilts etc. as they are not mentioned.

Intent doesn't matter, if its not in the rule book it's just someone's opinion.
However you are right, shorts or trousers only according to the rules...but hey if you want to wear a skirt....lol

I...if its not in the rule book it's just someone's opinion.

Agreed, but why leave it up to the Range Masters opinion. Its a simple fix to strap both belts together. I will remain silent on the issue of banning skirts or kilts on humanitarian grounds!
