Canadian Tire has Mastercraft adjustable torque screwdriver on sale this week for under $10. Settings go from 1-8.

This may not be the most accurate as I tested this with my Wheeler torque driver, but more accurate than your wrist.
They even come with some bits. Should be a good low buck tool for scope mounting.
