Non- restricted 308

Your non-restricted requirement, semi auto BLACK rifle & 308 is tough bill to fill... BUT, you do have choices...

My first choice...

XCR-M

My second choice...

Kel-Tec RFB

Others guys will chime in with what they would go with...

I'm with Jay: XCR-M and then the RFB. XCR-M is going to be a lot more accurate, you can change out the pistol grip and stock to a Magpul PRS if so desired. The XCR-M will use standard magazines (including the 20/5-round .308 PMAG) and doesn't need the expensive/finicky FAL ones for the RFB.
 
Get what you can when you can. Got my XCR M today (thanks to Frontier for lightning fast service). Mags and ammo will be harder to find than rifles short-term.
 
I'd get a Norinco M14 for the receiver, a good USGI bolt, trigger worked and have it rebarreled with a quality medium weight barrel around 18.5" and have it threaded for standard flash suppressors and muzzle brakes. You should be able to do that approx $2,000.00.

pft... you can get a real LRB m14 for that price... spend another $800 and get a rear lugged M25 reciever with kregger barrel, unitized titinuim coated gas system, match sites, boyod stock glass bedded shipped to your door.

Sounds great to me. I didn't realize they were priced that low.

Looking at the LRB website their standard/Base M14 rifle is $2500.00............their receiver is $1000.00........then add all the import/tax BS...............Armtac lists a complete LRB barrelled (no stock) action for $2750.00.....................So If you can get a complete LRB rifle for $2000.00, I would be interested to know where you are getting your pricing from........... ;)
