I found this online:
I have an SVT40 with rails and no notch. It's a great shooting gun. To install the mount, with locking key removed, just thoroughly clean the mating surfaces of both the mount, and the gun itself with some sort of non-residual degreaser. Next, install mount using liberal amounts of red locktite, from any hardware store. The excess is easily wiped off. The last quarter inch or so of travel, when installing the mount will be spring loaded, so some temporary means of securing the mount must be employed while the locktite cures...I can't remember for sure, but I think I used an old shoelace wrapped tightly. The gun will still be field strippable, and if you must remove the mount in the future, heat will soften the locktite. If the cosmetics of having no locking key installed are bothersome, the key can be contoured with a sort of scallopped cut, and installed...that's what I did with mine.
