You don't need a FFL, but you would need to do a RRT (Restricted Rock Transfer) and get a ATTRR (Authorization to Transport Restricted Rock). Good luck getting the ontario CRO (Chief Rock Officer) to approve the transfer. That thing looks DANGEROUS!
