In a SHTF scenario on this side of the pond, urban firefights will be measured in tens of metres as they currently are in military engagements worldwide. That's what I prep for -- worst case scenario. Yes, buy SFRC Level II vests but also beef up your protection for more than that outside.
I think both scenarios are worth considering.
Like I said, the Taliban smartened up when they realized they could reduce coalition infantry's effectiveness substantially by engaging them at the furthest distance possible.
In that scenario, heavy plate armour would be very much to their detriment - whereas light (or no) armour would be to their advantage. The coalition soldiers generally were packing hard plate armour as well, so without sniper, close air, artillery, or vehicle mounted heavy weapons fire support, the infantry on their own would have a VERY hard task engaging the insurgents at those extended ranges.
Remember too, Afghanistan is a mountainous country with lots of wide open space. Many regions of Canada are VERY similar geographically and if you're prepping for when SHTF, it would probably be best to consider relocating to such a locale.

Why would you worry about registering for a controlled good when you obviously aren't preparing for an unanticipated Black Swan event? Why would a tree mugger in out-of-the-way Edson -- galloping population of 8700+ -- need body armour to begin with?
Unfortunately, some of us live in slightly larger urban centres of 1 million+ (that's roughly 150 times the size of Edson and comes with armed gangs et al!) and have to plan for an (unlikely) SHTF event. That's why we stock body armour. Prudence.
So, yes, we take an interest in urban warfare and levels of protection. If all I had to worry about was a munching moose or elk, I'd probably brush us off as well.

Reich, in case you missed it, that was supposed to be sarcasm. The city I live in increases by Edson's population every few weeks -- thus a multiplied "need" for body armour, guns, pointed knives, glass windows and so forth and so on.
A couple years ago I had the privilege of listening to a presentation by a CF officer who spent a tour in Bosnia as part of the UN's disarmament initiative. In short, his assessment of the situation was pretty much that of the early post you're asking about. I'll just leave my comments at that.
I'm not saying that I buy into any tinfoil UN conspiracy theories, but but simply would like to point out that a politically correct bureaucracy like the UN is prone to engaging in practices that are counter-productive to an effective solution to a wide range of issues.

I believe the "serbian war" they are referencing was Kosovo, mid to late 90's.

Someone clarify if "grandfathering" is to occur for lvl 3 and lvl 4 plates.
They are to BECOME a controlled item, what of people who ALREADY OWN these things? Are we suddenly in possession of a prohibited item or is it ok because we bought it BEFORE the rules came into effect?

So for clarification, if a potential customer is already registered with the controlled goods directorate, holds a raid federal secrecy classification, and works for a federal agency, will you conduct a private sale of lvl 4 armour to them?
Of course, Federal agents require the top-most safety protection.
Citizens on the other hand....

So we buy level 3A soft body armor and can wear them and when the need for it ( maybe one day) Just couple it with a solid plate and it become lvl 4
