In the eyes of the RCMP, if a magazine was once a prohibited device, it'll always be a prohibited device. Anyone converting 30/30 round magazines into 5/30 magazines and passing them off as legal in Canada is committing a crime.I have heard so many different versions. Some from the importers themselves.

Other stores do not and have to import them already pinned. How they get pinned prior to import is up to them.

I got my information directly from an RCMP technician. If he was lying to me then I suppose your interpretation of the law could be correct. Two weeks after my transfer was approved and the rifle was at home, I received a letter from the RCMP expressing their concern that I was in possession of a prohibited device. I had 20 days to provide "adequate" proof that the magazines had been altered to conform with Canadian Law.
I called the store from which I purchases the rifle, gave them the letter reference number, and they sent a letter on my behalf stating that they had altered the magazines to conform with Canadian law.
No black helicopters came in the night, so I suspected I provided adequate proof they were now legal.
