Bulk .243 ??

By "bulk" do you mean hunting ammo by the case? There is no such thing as surplus .243 Win which is what most people think of when talking about bulk centre fire.
Perhaps talk to smaller shops and see if they will give you a discount if you order a case of hunting ammo. I don't know how likely the bigger stores will be willing to do that.

There was never any large scale military use of .243 (that I know of) so naturally there will be no bulk stuff like you see with the 7.62x39 or .223. If you're set on shooting that much .243 you might want to think about loading your own.
