Ontario STATT...Needs to be Requested by Club?

I am new to restricted weapons and I'm trying to understand the requirements for transport. I have applied (through my club) for my LTATT, but due to a month plus backlog here in Ontario I was hoping to just get a STATT to get out to my club and shoot my new restricted toys.

I called the CFO today and was told that STATT requests need to be faxed in by the club. That doesn't make any sense to me. I assumed that it was the owner that would request the STATT. I asked if this was a new requirement, and I was told no, it has always been this way. That's a head scratcher.

Cripes! 45 days to upgrade a PAL to RPAL, a 6 week backlog on individual transfers, and then another month or more for an LTATT to be approved!
 
This is news to me. I live in ontario and all I ever had to do was phone the request in and the STATT was faxed back (now e-mailed) to me within hours.
 
I’m a club ATT administrator. I have never had to request a STATT for a member. My understanding is that the CFO won’t issue an STATT to a club, if a LTATT request is pending. This makes sense to me as a STATT is the same amount of work as a LTATT (they are really the same thing, just different dates on each) and if everyone were to request STATT the workload would just increase, slowing down the LTATTs.

Are you in Ontario? I literally just had this conversation this afternoon with the CFO. I asked her to reiterate a number of times because it seemed ridiculous, so I'm sure, that is what she told me. I also asked her if this was a new protocol, and she assured me that it has always been this way. I expressed my confusion and even asked her who would request an STATT if I needed to go to a gunsmith, and she told me that I would call and get it done. It doesn't make sense why my club would need to call on my behalf.

I also asked what the turn around is for a STATT was and she told me it is done within minutes of receipt from the club. I then asked what the turnaround is for a LTATT and she told me over a month right now because of a backlog. Interesting if it is the same amount of work...Why not just have the LTATT turnaround as fast as a STATT if it is the same amount of work? Craziness.

I was transferred to the girl responsible for issuing the LTATT for me and I left her a message. I'll ask her very specific questions when (if) she calls me back and update this thread. If anyone has anything specific they want answered, let me know in this thread and I'll ask her.
 
I got a STATT to go to the post office almost instantly over the phone on an approved restricted sale.....Im in Ontario and not currently a gunclub Member. Maybe you got someone new??

I hope so. I'll definitely be calling tomorrow if she doesn't call me back. Like I said, it just didn't make sense to me, but I made her reiterate a couple of times.

Yes, I am in Ontario. From your message, it sounds like you were transferred and left a message for Kerrie, she would be the main person, and does know what the policy is. The most I have ever had to do in the past is to confirm that a guest was able to shoot at our club, so that a STATT could be issued. As I stated before, I’ve never had to request an STATT for a member of my club.
 
Well I’m in Ontario and before I’ve got my LTATT as a result of my club’s request, I’ve tried to get STATT to go and shoot as a guest and I was told the same thing: get an invitation from the club you’re going to visit. No invite – no STATT. That was 7 month ago, so it’s not new.
 
So I spoke to Karrie and she explained that if you don't already have a LTATT, your club needs to request the STATT based on the assumption that you will have done some shooting drills or had some instruction at the range. So they (the CFO) can assume that you aren't a complete muppet before they issue you an STATT to go shoot up the range.

It's just more paper hoops that the CFO here in Ontario has us jump through...what club is going to want to spend the time sending in the EXACT same paperwork to get me a STATT while I'm waiting for them to process my LTATT?

If you think about it – its club’s responsibility to enforce safety rules on their range, not CFO’s. It’s just another road block to discourage people who’s new to the shooting sports.
