Accuracy difference?

The difference can be night and day if you purchase an aftermarket match barrel. I purchased a match barrel for my 10/22 and it is easily capable of MOA accuracy.
But ammo choice also plays a factor here as well. I use Fed Gold Metal Match HP for plinking at anything past 100.

The difference between the factory barrels is practically zero. The bull may take longer to heat up if you're throwing a lot of lead downrange, which will make it more consistent in that case, but aside from that nothing. Spend the extra on an aftermarket barrel if you want an improvement.
Just the extra weight with the chamber and rifling being equal might show a bit of advantage on target. I had a 10 22 stainless that had 60 thou. jump to the rifling. Cut off and rechambered it went from an inch group at 20 yards to 1/2". Chamber is king!

I don't know where you got this info from, but from experience my Ruger 10/22 Target with the factory heavy barrel shot groups 1/2 the size of the standard barrel and that's with both free floated and bedded.
