Are Shotgun adapters legal?

I believe they are legal, but I would be hard-pressed to point at a specific section of the Firearm Act that directly states it.

Since adapters are not firearms in themselves, a lawful firearm plus the adapter takes on the legal status of the base firearm
as far as firing it goes would be my opinion.

You may run afoul of range regulations, since there are safety templates for shotgun areas that are based on the ballistics
of small shot (no larger than 7 1/2 shot...). Shooting on a range authorized for the adapter cartridge you'll actually be firing would be good advice.

Ditto for hunting regulations.

FWIW, I have a single-shot 9mmx19 adapter for a 12ga shotgun that I purchased a long time ago. It's rifled.

Adapters are hard to come by, more so today with US ITAR export regs. It would probably be controlled as a barrel for ITAR export purposes if it was rifled.

BTW, they also make shotgun reduction adapters - .410 in 12ga for example.

What would make them illegal?

Under the 'dark ages' of the gun registry (shudder) our rifles/shotguns were registered as a certain caliber. Ie; registration certificate said .270 cal on it. If one was to change the caliber, didn't one have 'X' amount of days to notify the CFO office?
Perhaps that is what the OP is thinking about. As there is NO gun registry now it obviously doesn't matter.

I remember asking similar Q's when I bought my 'switch barrel' TC Encore Pro Hunter in .270win. I later bought a muzzleloader barrel and wondered if it was only legal upon notification (during the LGR).
 
I own several firearms with multiple barrels from shotgun to rifle ,and also one with tubes to go from 12 to 28 gauge.
The calibre/cartridge thing was something dreamed up by the CFC and has NOTHING to do with the serial number of the gun.
Totally legal and nothing they can do about it.
If it was , there would be a whole PILE of illegal skeet gun four barrel sets and adapter sets around the country!
