How short is easy...it can only be 18" unless you are a licensed firearm manufacturer which translates into the standard 18.5" for a practical 'safe' minimum. As for the actual manufacture I'm not sure but if your just buying barrel blanks and installing them I do not believe you have to be a licensed gunsmith. One may get better results asking this in the general discussion or gunsmithing sections of the forum, however the gunsmithing section isn't that heavily traveled from my experience asking questions there.
 
Can make a rimfire barrel as short as you want. Dlask makes them 8". As long as you arnt cutting down an existing barrel

While that is true for a licenced manufacturer, I am not sure what it take sto "become" a licenced manufacturer... you better find those answers BEFORE you cut any blanks shorter than 18 inches...
 
A firearm manufacturing licence permits the holder to manufacture firearms for sale.
Is there a gunbarrel manufacturing licence mentionned anywhere in the legislation?
 
Buying blanks to do some machining on and then sell might be more into gunsmithing, but I didn't see anything that made any of it clear yet.
Either way, first step is contact the CFO and get an idea of the requirements and what it falls under... then contact the insurance company and see if its worth doing at all.

^^^ This... I would think that the liability of selling them would be the biggest deterant unless you are planning to mass produce them...
