Just got myself a Glock 17 and a Dillon Square deal the other day along with a whack load of components. Set the press up easy enough and tried loading a couple tests. The powder charges were all over the place. I thought maybe it was static in the hopper or the flake powder I was using (unique). Turns out I didn't have the blue wing nut on the failsafe rod for the powder measure compressed enough. I tightened it down so the spring was compressed halfway and guess what.... drops perfect every time now!

Thought I would share incase others happen to run into the same problem!

Yep, it doesn't need to be a crush fit, but it does need to be positive. Watch the wing nut, as over time they can get loose and back out. Backing it up with lock nuts isn't a horrible idea.
 
This issue you described is the cause of the only squib load I had with a SDB because the first powder measures were having springs to bring back the powder bar and when I got another powder measure with the quick change kit, it was the new design who require to have the wing nut spring compressed.

When I got my 650, I also noticed that you have to readjust the wing nut if you change calibers depending on the height of the power die if you don't want the same bad experience to happen. If the cases you are reloading are about the same height, it does not need any adjustment.
