Scope Magnification Problem?

Hey whats up fellow members..I have an EL CHEAPO scope on my Marlin XT22 and its rated at 4x-16X magnification...now im not sure if its just me but at 50 yards shooting 1/2" targets at 16X it doesn't look all that close to me...still looks pretty far...now i know 1/2" targets are small..but i assumed that 16X should get me closer.

so my question is how do i know truly if my "16x" magnification scope is really performing at 16x.

If it really is 16x, the 1/2" target should look like an 8" target without using the scope.

when looking through the scope the dot should look 16 times bigger, 16 times 1/2 an inch is 8 inches, so when you put an 8 inch dot up at 50 yards, you know what that looks like, when you look through the scope at a 1/2 dot it should look the same size as the 8 inch dot does without the scope. That 1/2 inch dot should look 8 inches big through the scope.

ok so I got a hold of my buddies scope and his does look closer but i think it also has to do with FOV...does that make sense...meaning mine has a much wider FOV at "16x" when i put his on "16x" the target does look closer but his FOV is much much tighter...Does that make sense?
