I have lights mounted on both my Glocks from time to time, and have never had an issue. On the first generation of Glocks that had rails there was an early issue with mounting heavy lights or other heavy items, but I don't think that has been an issue for many years. There are numerous police agencies who carry Glocks with mounted lights as their primary firearm.
That is not the case...the gen 4 is an improvement but it is still not up to the reliability of the 9mm. The frame dimensions around the rails have not changed significantly across gen 3 and 4.
If you don't intend to run a light it may not be a concern but the 9mm Glocks are the best of the breed, followed by the 10mm - at least in the full size.
The 22 is not a bad gun but if you are after one Glock, the 17 or 19 would be the ones to choose between.
Dsiwy - how many of those armies are using the 9mm? Thinking a number pretty close to 28...
