Well first, don't use oil when removing rust. It will create a bit of a grinding paste. Second, chrome lining doesn't "come back". Your rifle has an early gas block so its obviously not chromed. Last, get your item back from that snakey douche. Its not worth $200 in trade. If you do keep it, use phosphoric acid AKA rust remover. Lots of places sell it in various forms. Birchwood Casey makes a rust and blue remover, parts stores will have similar auto body products. The pitting will remain making it much more time consuming to clean. I wouldn't touch it however, unless the guy refuses to take it back.
