The lower is considered the restricted rifle. Any upper and lower should go together with a few proprietary exceptions.
So....I don't need to inform CFO or register if I buy for an example LMT or PWS upper with 14.5" barrel?
As per the standard conditions on your registration certificate, you are only required to report to the Registrar within 30 days, an alteration to a firearm when it changes the legal classification, deactivates it, allows a frame or receiver to discharge ammunition, a modification that alters the type, action, calibre or gauge of the firearm or any modification to an altered automatic firearm.
I am confused with the word "only" there. So...in my case if I buy an upper with 14.5" barrel it is still under restricted class. My question still remain. Do I need to register the new upper that I am planning to buy? Do I need to inform the CFO in anyway?
You do not report changes to the CFO, you report them to the registrar. If you are altering the firearm in a manner not listed in my earlier post, you do not need to report the modification. The lower receiver is the registered receiver on an AR-15.
So if I have two uppers and one lower, every time I switch the upper to be used with the only lower I have to register? Or, do I have to just register once? On that topic, who is this registrar? If an upper is not considered to be a firearm, why I have to register?
