Only the lower receiver is controlled. Just the body, not the parts within or on it.
The upper, barrel and all the misc parts and pieces are not controlled. There is no requirement to have a license to buy or own any of the parts for an AR other than the lower receiver.
You could have 8 different upper receivers and one lower. There is a requirement that you call the CFC to change the registration particulars if you change anything such as calibre or barrel length. This must be done with-in 30 days of making the changes. This also applies if you own a lower that is just registered as a frame receiver. You must inform the CFC within 30 days if you mate an upper and make it possible to discharge ammo.
The within 30 days is the sticky bit...... Technically if you transport the upper separated from the lower receiver you will never have a problem. If you transport the rifle assembled with a different upper than it is registered with you could have some questions to answer if you run afoul of some ambitious LEO.....
IMHO, you would defiantly benefit from a long slow read of the FA and the Regs....... If nothing else it will open your eyes...
