Hi there fellow gunnutz!
One of my good friend is going in the forces and he whants me to keep his restricted ( ar and handgun ) , does he need to transfer them to me or can he just ask for a att to transfer them to my place?

Depends on the wording of your ATT. For example, my ATT applies for all firearms for which I have the registration certificate for so a friend can give me his gun and certificate so I can borrow them.

However, especially out east where you are, it's common for the ATT to only apply to guns registered to your address, or in a few cases for an individual gun to and from two individual locations.

Legally, you can "borrow" any firearm for which you are licensed and possess the registration certificate for if such a certificate exists.

(a) the person
(i) has reasonable grounds to believe that the borrower holds a licence authorizing the borrower to possess that kind of firearm, and
(ii) in the case of a prohibited firearm or a restricted firearm, lends the registration certificate for it to the borrower; or
(b) the borrower uses the firearm under the direct and immediate supervision of the person in the same manner in which the person may lawfully use it.

34. A person may lend a firearm, prohibited weapon, restricted weapon, prohibited device, ammunition or prohibited ammunition to Her Majesty in right of Canada or a province, to a police force or to a municipality if
(a) in the case of a prohibited firearm or a restricted firearm, the transferor lends the registration certificate for it to the borrower; and
(b) the prescribed conditions are complied with.

Check your ATT. If your ATT applies to firearms that you have the certificate for, you are good to go. If your ATT does not apply, you would need an ATT to transport them.

However, if you do not need to transport them, such as if they will be delivered to your house, all you should need is an RPAL.

Keep in mind that I'm not a lawyer, and I've long ago learned to stop underestimating how silly the differences between provinces can be, so check to see if there's some special regional conditions as well.
 
As long as you have RPAL and a place to keep it locked up as per the storage regulation, all he need to do is to get a SATT to bring it over and leave the registration papers along with the firearms with you, than all is fine.

Or alternatively if your LTATT allows transport to and from a range you can meet there to pickup the paperwork and restricted firearms. No need to ask for triple permission this way.
